I have since received an email from Paypal advising me that the dispute has been closed as they do not deal with items not as described.I have tried to open a new dispute for the item in an attempt to find a way to claim for the postage but I just keep getting a message saying that I have already opened a dispute for this transaction.
I was warned that PayPay usually takes a side of a seller but I needed their help and took a chance.
I called and was told the system automatically closed the claim and they could not re-open it. the seller cant even provide a pic of the product sitting at my door.
I opened a dispute against a seller for a non-ebay item due to having paid them for next day delivery but the item did not arrive until 5 working days later. reopening a case is a loop of garbage. It’s more like they won’t re-open it. I requested a seller from China to cancel my order back in May. In my case, after I had provided tracking number and proof that the buyer successfully received the item, they pretty much told me I was protected under the seller protection program now and so the money they temporarily froze was released back to me and case was closed.

About 8 months ago I opened a case against a ebay-seller because he didn't shipped my item. I had asked the seller for a refund or part refund of the extra premium I had paid for delivery but they refused to pay anything back.I inadvertantly opened the dispute under the heading of Item Not as Described due to not being able to find a heading relating to delivery. The merchant never responded to PayPal.
